Investing in Hillyard’s Historic Heart

The Market Street Façade Improvement Grant Program provides funding to enhance building facades within Spokane’s first historic commercial district.

This competitive program aims to catalyze district revitalization by supporting projects that enhance historic character, curb appeal, and economic vitality.

Program Eligibility

This is a reimbursement grant - you must complete the project and pay all costs upfront before receiving grant funds. Contact Northeast PDA if you need assistance with project financing options.

Only one award per property owner will be allowed. Owners of multiple buildings must choose one building to apply.

Physical Location

Building must front on Market Street between Wabash and Sanson

OR front on Olympic, Queen, or Diamond between Haven and Greene

Visible Exterior Improvements

Proposed improvements must be visible from the public right-of-way

Compliance

All work must comply with applicable building codes and historic district guidelines.

You must be the property owner or have written authorization from the property owner

Application & Deadline

Completed applications must be emailed to jesse.bank@northeastpda.com by 5:00 PM, October 31, 2025.

Supporting Documents

Required:

  • Property Owner Authorization - If applicant is not the property owner, written authorization from owner is required

Optional (but strengthens your application):

  • Photographs - Current photos of areas proposed for improvement

  • Project Drawings/Plans - Sketches, architectural drawings, or detailed descriptions of proposed improvements

  • Detailed Budget Breakdown - Itemized cost estimates for materials and labor

  • Cost Estimates - Written estimates from contractors or suppliers

  • Historic District Guidelines Compliance - Documentation showing proposed improvements comply with historic district standards

Terms and Conditions

  • Grant recipients must complete projects within nine months of award notification (by August 15, 2026)

  • This is a reimbursement grant - recipients must complete projects and pay all costs before receiving grant funds

  • All work must comply with local building codes and historic district guidelines

  • Recipients must provide before and after photographs upon project completion

  • Grant funds will be disbursed upon satisfactory completion of approved work and submission of receipts per terms of grant contract with Northeast PDA

  • Changes to approved project scope require prior written approval

  • The Washington Trust for Historic Preservation reserves the right to inspect completed work before final payment
